Pact accomplishes this by strengthening local capacity, forging effective governance systems, and transforming markets into a force for development.
Position Purpose
The consultant will contribute to implementing the LINKAGES project in Angola. LINKAGES (Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project) is a five-year cooperative agreement led by FHI 360 and funded by the U.S. President's Emergency Plan for AIDS Relief. Pact, along with IntraHealth International and the University of North Carolina at Chapel Hill, are partnering with FHI 360 to conduct a range of activities to reduce HIV transmission among key populations, including female sex workers, and to improve their enrollment and retention in HIV care and treatment. In Angola, Pact supports the LINKAGES project to strengthen the technical and organizational capacity of CSOs and provide capacity development support through provision of direct technical assistance as well as through South to South mentoring.
Key Responsibilities
Co-facilitate Integrated Technical Organizational Capacity Assessments (ITOCAs) for Linkages partners in Angola with previously identified international consultant
Collect data to verify results of the Organizational Performance Index (OPI)
Support data entry into the Capacity Solutions Platform of ITOCA and OPI results
Prepare Results Packages for Linkages partners in Angola
Gain understanding of key challenges for Linkages partners in Angola in an effort to identify areas for future mentoring and possible training
Results of ITOCA and OPI are entered into Capacity Solutions Platform
Consultancy report which highlights training needs for the cohort of partners, results of the ITOCA and OPI processes, and suggestions for focused mentoring with the partners
Additional scope will be considered based on recommendations after CSOs assessments
Basic Requirements
Degree in public health international development, organizational development, business or public management or a related area;
A minimum of 5 years related experience in implementing technical and organizational capacity building programs in Angola;
Proficiency with activities, theories, methods and technology in capacity development field;
Substantial demonstrated experience in developing the capacity of community-based organizations and networks;
Strong planning and inter-cultural communication skills required;
Strong written and verbal English communication skills;
Angolan resident (Angolan nationals strongly preferred);
Fluency Portuguese mandatory.
