Take initiative for proper and timely action in all areas of Health, Safety, Security, Environment and Quality to protect Svitzer Angola trustworthiness.
Develop, implement and maintain the Safety management System in accordance with the OVMSA (Offshore Vessel Management and Self-Assessment), ISM and ISPS Codes.
Keep abreast of new developments within the industry on HSSEQ, regulations, standards and best practices.
Ensure that Marine Standards staff in Svitzer Angola are developed in Health, Safety, Security, Environmental and Quality matters.
Perform the duties of DPA under the flag state the vessels are registered ensuring, as a minimum, compliance with the ISM & ISPS code.
Perform the duties of CSO under the flag state the vessels are registered ensuring, as a minimum, compliance with the ISM & ISPS code and in addition reviewing and approval of vessel transits within areas of High Risk and employees travelling to countries considered high risk.
Conduct and manage internal audits and the local administration of the audit plan in compliance with OVMSA, ISM, ISPS and any other subsequent standards adopted by the company.
Liaise with country operation team to ensure country specific legislation relating to Health, Safety, Security, Environment and Quality is reviewed and disseminated where necessary.
As DPA & CSO for Angola maintain and update Documentation including Safety Management, Security Manuals/Contingency Plans and Management Procedures for Svitzer Angola.
Produce relevant monthly and other reports in relation HSSEQ matters including customer / client reports.
Develop and manage the implementation of local safety initiatives as part of the company safety cultural development.
Conduct/co-ordinate local accident and incident investigations under the guidance of the Regional Head of Marine Standards/ Safety for AMEA.
Ensure accident records and statistics, including computer based Incident Reports and minutes produced by the country operation, are monitored and maintained.
Conduct the annual management review of Safety and Quality systems covering the Angola organisation under the relevant flag of registry.
Requisitos
University degree in Marine/Nautical Sciences or relevant qualifications
Minimum 8 years of relevant Marine experience as senior officer
Recognized incident and root cause analysis investigator training
Recognized auditor qualifications in ISM, ISPS
Preferred formal HSSEQ education such as NEBOSH or equivalent
Preferred DPA and CSO certification
Fluency in written and oral English mandatory.
Self-motivated and well-organized
Proficiency in MS Office programmes, including Word / Excel / PowerPoint and Outlook.
